This is purported to be a photo of an unarmed prototype of a Soviet laser space battle station.
Lots more pictures, diagrams and drawings at Military Photos, posted by a person claiming to be the child of one of the men that worked on the project. The specs and photos match information found in other articles, so it looks to be the real deal.
This craft was launched in 1987 but never made it to orbit. After separating from the booster the platform was to turn 180 degrees and fire rockets to make it to final orbit. Instead, it turned 360 degrees and fired rockets, sending it back into the earth's atmosphere and quickly end up in the South Pacific.
Just one more reason to be thankful that Reagan was president.
